Save yourself some money. Halo headlights belong on BMW's, not Chevy Trailblazers IMO.

And civics.

I don't even like the way projectors look in the housings. Imo the gm euro lights look the best

What to expect? It's a lot of work, but not rocket science.

Does everything come with the headlight? Umm, no - assuming you want to build them. You need to source parts. Here is what I recommend at a *very* high level:

DEPO headlights (http://www.amazon.com/Depo-335-1117R-AS-Chevrolet-Trailblazer-Replacement/dp/B004I14HMO/ref=sr_1_1?s=automotive&ie=UTF8&qid=1434665989&sr=1-1&keywords=depo+headlight+trailblazer&pebp=1434665992043&perid=125JMXWXP8K2PKH4DVW3)
Mini H1 Projectors, ballasts, bulbs, halo rings and butyl rubber (The Retrofit Source Inc)
Corner Lenses (..: Klearz : Chevrolet :..)

Peel apart lights
Paint components as desired
Install halo onto shrouds using wire
Install projectors
Install new corner lenses
Put lights back together

Here is my halo project:
